It can be repaired but it should go to someone who restores antique or original paintings. There is a process that they go through to get the moisture out and to restore damage to the paint and fabric if any. I don't know anyone off hand who does it. It is different if the painting is varnished as opposed to not varnished.

I had a question from a fellow painter who had his painting water damaged and would like to repair the canvas..Can this be done?
